Workers outside Philadelphia will have their local EIT determined by their municipality of residence, not their workplace — though employers withhold based on the higher of the work or live jurisdiction rate. The State Unemployment Compensation (SUI/UC) employee contribution is 0.06% of wages up to the taxable wage base.
Pennsylvania does not recognize 401(k) contributions as a state deduction, similar to California. Employees owe PA state tax on full gross wages before traditional 401(k) deductions.
